Do hybrid cars need to have noise added back in?

According to a local tv station in Baltimore, the visually-impaired are quite miffed at hybrid cars.

Here I am thinking one of the great things about my hybrid is that it is very quiet. It is even silent when stopped at intersections because it is off. I can hear people and events outside my car (e.g. emergency vehicles approaching) and music within my car much more clearly.
