Because I wasn't there to stop him, Billy Ray Cyrus apologized for not wearing a seatbelt in a scene from daughter Miley's movie "Hannah Montana/Miley Cyrus: Best of Both Worlds Concert Tour." Miley and her dad have come under fire from Consumer Reports for their safety gaffe and Billy Ray issued a statement. "We got caught up in the moment of filming, and we made a mistake and forgot to buckle our seatbelts. Seatbelt safety is extremely important."
