Burlington Iowa Flood

Burlington Iowa is facing serious flooding if the levees fail as the Mississippi keeps on rising. The whole of the mid-west is of course always vulnerable to flooding but its curious how so much more money appears to be forth coming from Washington for the mid-West than it was for Cyclone Kartina victims in New Orleans: maybe the mid-west leans more towards Republicanism?
